Right-click on the CAP file and go through 'Open with' 'Choose default program'. In the pop-up windows, choose a program as the CAP file opener. Collecting a capture:

As a refresher the process to perform a netsh packet capture is as follows:

Analyzing the capture:

My personal preference is to use WireShark to process the results of netsh packet captures. Unfortunately WireShark cannot directly open .etl files so you must first open the file with Microsoft Message Analyzer and then export the results to a .cap file which WireShark can process. One thing to keep in mind is that the larger the capture the more resources that Microsoft Message Analyzer which can put a big strain on your system

Converting .etl to .cap:

In order to open the capture in WireShark we start by opening the capture in Microsoft Message Analyzer:
Once the file has been fully loaded you go to File then Save As:
From the Save As window click on Export:
Next we want to specify the file name, make sure that you select .cap:
When the export is performed you will get a message indicating that some of the messages where incompatible and were not exported:
At this point the .etl file we started with has been converted to a .cap file which can now be opened in WireShark.

Viewing the .cap with WireShark:

Now that we have a .cap file you can open this using WireShark. Once the file has been opened you will be greeted with a screen similar to the following:
First thing you will notice is this doesn't look like a normal packet capture. The reason for this is there are additional NetMon_Events that can be filtered out to get the data we are really after. To do this add the following filter to WireShark:

This will give us much cleaner trace to then read through:

If You Don't Have NetMon Capture File, Snoop Capture File, or Telix Session Capture Software Installed

In order to open your CAP file, you will have to download NetMon Capture File, Snoop Capture File, Telix Session Capture, or another similar software package.

If Your Computer is Not Configured to Open CAP Files

If you have the relevant software, but your computer still won't open the software, you will have to change the file associations on Windows or Mac. Depending on your operating system, you can ensure that your computer always open CAP files using NetMon Capture File, Snoop Capture File, Telix Session Capture, or another program of your choice that uses CAP files.

If the CAP File is Corrupt

In some instances, you may receive an error message stating that the file is corrupt. If you have tried all of the above, and it still doesn't work, download or request a new copy to see if that works.

If you don't want to download NetMon Capture File, Snoop Capture File, or Telix Session Capture (for whatever reason), and the other options also don't work.. that's okay!

Even though some CAP files must be opened in a program for which it was developed (binary format), you may still be able to open it in a universal file viewer such as File Magic. Download File Magic now from the Microsoft Store and open your CAP file!
